Mrs Sonia Gandhi is pushing for the job guarantee scheme she promised in the Congress manifesto. Good thing. The scheme, if implemented properly, can make a difference to folks in the parts of rural India where many don't get two square meals. In theory, it's a great scheme. Unfortuantely that's not how it works in India. Rajiv Gandhi once famously said that 80 per cent of the funds meant for villages never reached them.
